Unfortunately for you, I'm not a Central American and the price really isn't negotiable. Just go to the town mentioned and talk to the ex-pats. Ask them if they have residence and if so, what abogado they used. That is the same kind of attorney you see to get your passport. Don't worry about speaking openly with the abogado about your goal. That's the way the country works. You can't get into trouble for saying the wrong thing or saying it in the wrong way (like you sure can in the U.S.). If a police officer stops you on the side of the road and you want to tip him $5 to be on your way faster, go ahead and do it. It's not a problem. You won't go to jail for attempted bribery. If you don't want to tip him, then don't. He won't arrest you to harrass you into tipping him. He'll just talk friendly with you for 5 or 10 minutes to give you a chance to tip him if you want to. So just talk openly with the abogado (attorney) about what you want to do. He'll either tell you that he's the wrong guy... or he'll get you started. Also ask the ex-pats about a recommendation for a translator. In Nicaragua, I happen to know that every single abogado who does what you need to have done happens to also not be an English speaker. So get an ex-pat to recommend a translator to you. They'll be happy with $20 for the whole trip to the abogado. The abogado will charge you about $20 an hour. The abogado probably won't charge you if they can't help you (isn't that refreshing?). Good luck. Let me know if you change your mind and you want me to fly over there and walk you through it.
